My latest publication is a 632 – page book titled ‘Public Procurement Policies and Practices’ which puts together the Public Procurement Act 2007 and the regulations issued by the Bureau of Public Procurement. The book benchmarks the provisions and regulations of the Act using the World Bank and the Organization for Economic Co-operation Development (OECD) baseline indicators and also the agreed international standard for the assessment of national procurement systems.

 

It explains the provisions of the Act and the regulations of the Bureau of Public Procurement to enlighten stakeholders in the budget implementation process on the law, regulations and the guidelines. 

The use of “Due Process” to reintroduce discipline into public procurement led to the formulation of the bill that was put to the National Assembly and eventually passed into an Act in 2007. 

 

That led to the setting up of the Bureau of Public Procurement which was charged with the responsibility of overseeing public procurement processes and ensuring that there are rules and regulations that will ensure the harmonious and efficient operations of the process.

The book is a one-stop-shop where information on the Act and the regulations and principles are discussed and bench-marked to the best practices in the world. It serves as one point where all these information can be obtained.
